Summary: The British 'green' group Council for the Protection of Rural England (CPRE) would like to have the Common Agricultural Policy (CAP) 'greened' as well, not just in spirit but in chapter and verse. Its report "Firm Foundations" calls on next year's Inter-Governmental Conference on institutional reform to seize the opportunity to rewrite the founding articles of agricultural policy in the EU Treaty.
CPRE's contention is that while the CAP worked perfectly well when it was started 35 years ago, times have changed but the policy hasn't. The CAP was created when food shortages were a major concern for Europe.
