THERE'S AN UNMISTAKABLE take-charge air about Martha Hesse, the new chairman of the Federal Energy Regulatory Commission and the first woman to hold that post. "I never had difficulty with people taking me seriously,' she said.
And it's no wonder. Hesse, 44, has been a manager since her teens, starting with her father's restaurant in Hinsdale, Ill.
