WHENEVER Spanish ForeignMinister Francisco Fernandez Ordonez looks up from his desk, a print of a head-shaped promontory frowns at him, the constant reminder of an issue that has been nagging since he took office in July 1985: Spain's desire to recover the sovereignty over Gibraltar that it lost to Britain in 1714. Since the Minister's delegate for European affairs has an even bigger picture of the rock on the wall of his office, when British Foreign Secretary Sir Geoffrey Howe visited here, in November 1985, Fernandez Ordonez received him in his antechamber so that Gibraltar would not overshadow their meeting.
