Summary: Nearly all of the states bordering on the Mediterranean Sea signed a Protocol for the protection of this sea against land-based pollution, in Syracuse on March 7. Some 80 to 90% of damage to the marine environment originates on land. The European Union was represented by the Commission, which received a negotiating brief to this effect at the Council of Environment Ministers on March 4.
The 30 countries represented at the signing agreed to a gradual elimination of the discharge into rivers and the sea of 12 substances defined as "POPs" (persistent organic pollutants). Most are derivatives of chlorine, such as DDT and dioxin. The Protocol makes the ...
