NEW YORK, March 6 /PRNewswire/ -- A comprehensive report on the governance of New York City public schools since the system was decentralized in 1969, was released today by the Public Education Association, a non-partisan advocacy group.

The independent study concluded that deficiencies of governance, directly implicated in a pattern of limited success and widespread failure throughout the city school system, do not warrant replacing the elected community school board structure. They do call for broad-reaching reforms in the local election process and in the laws and practices which shape the way the central authorities relate to community school districts.
