In December 1985, the Supreme Courtheard Thornburg v. Gingles, a case that seemed like it was torn from the pages of To Kill A Mockingbird. The case, which concerned racial gerrymandering in North Carolina, was a familiar confrontation of civil rights groups and their conservative opponents.
