DEMOCRATS AND THE ARIAS PLAN The United States would help the Sandinistas defeat the contras and reach a regional peace accord. In exchange the Sandinistas would allow renewed democratic activity inside Nicaragua and agree to respect U.S. national security interests in Central America. From numerous interviews conducted recently in various Central American capitals, those are the bare bones of a new political initiative undertaken by a group of Democrats, including Senator Christopher Dodd of Connecticut, to forge a post-Reagan policy for the region in the wake of the Iran/contra scandal.
