RENO, Nev., July 23 /PRNewswire/ -- The Board of Trustees of The National Judicial College yesterday named a new president for the Reno-based institution. Percy R. Luney, Jr., who is currently serving as Dean of the School of Law at North Carolina Central University in Durham, will succeed V. Robert Payant who is completing eight years as the institution's chief executive. Luney is the first African American to hold a leadership position at the College. The National Judicial College is the premier institution in the United States that trains state court judges as well as federal and state administrative law judges.
