Most international companies had significant spending increases for research and development in 1997, particularly Japanese and European companies. But governments around the globe have been significantly affected by the fiscal crises both in Japan and Southeast Asia and are cutting back on research costs. The top 300 companies in the world spent $216 billion on research and development in 1997, 12.8% more than they spent in 1996, according to a Financial Times Survey compiled by the United Kingdom Department of Trade and Commerce and Company Reporting, a consulting agency (see accompanying graph).
