Despite its huge oil and gas potential, Turkmenistan used to be one of the poorest and least developed parts of the world even during the Soviet era. Things have not changed much since independence. The economic scenario has been bleak since 1993 while liberalisation measures, frequently called for and in some cases decreed by President Niyazov, have remained largely a slogan. The state is the main player in most industrial sectors.
