Review Period Expires; Offshore Plan Takes Effect
WASHINGTON -- Interior Secretary Donald Hodel has signed into effect the controversial five-year offshore oil and gas leasing plan after Congress failed to make a serious attempt at changing it during a 60-day review period.
Several coastal-district representatives of the California congressional delegation remain unhappy over Hodel's decision to offer much of the acreage most heavily sought after by industry -- acreage the delegation members contend is among the most environmentally sensitive.
