Sep. 25--Luxury apartments and town houses are springing up along the Hudson River, changing the rough-edged flavor of the state's most urban county.
Plans for redeveloping the old Hudson County industrial sites along the river date back at least two decades. A lot of condominiums and office buildings went up in the 1980s. But tough times in the real estate market slowed development in the late 1980s and early 1990s.
Now, however, low interest rates and the overheated housing market in Manhattan have revved up development again.
