Sep. 28--Widespread ignorance about Social Security makes it difficult to debate the complex changes needed to preserve the retirement program, Sen. Bob Kerrey, D-Neb., said in an interview.

Kerrey said Americans fail to understand the looming insolvency of Social Security because they have been misinformed by government officials.

"The body politic is lulled into sleep by having a payroll tax that is higher than necessary to pay the bills," Kerrey said.
