Oct. 12--OAKLAND, Calif.--Hearings starting this week might change plans for a replacement eastern Bay Bridge and could require the state to toss out millions of dollars worth of blueprints, geology studies and other preparations, according to Caltrans.
Current plans call for building Bay Bridge II just north of the existing span, but the environmental review -- mandated by federal law -- could select a different alignment and waste most preparatory work.
A standard review might have lasted five to seven years, so the Department of Transportation squeezed it into just two years by doing other jobs at the same ...
