Oct. 13--The World Trade Organization yesterday upheld a U.S. law designed to protect endangered sea turtles -- but faulted the way it has been administered.
The WTO's appellate body reversed a lower panel's decision in April that struck down a U.S. ban on imports of shrimp caught with nets that lack turtle-excluder devices, which let turtles escape to avoid drowning.
Environmental groups blasted the WTO for faulting the United States on the way the law was being administered.
