Oct. 25--These should be the best of times at Wet Seal.

The nation's leading retailer of junior women's apparel not only is expanding sales and making money, but has zero debt and a fistful of cash -- about $87 million at the end of July.

And next month, the Foothill Ranch company will begin an aggressive rollout of a new concept, Arden B., including a store in Fashion Island that opens in late November.

Arden B. will target slightly older, more affluent women than the juniors who flock to the company's Wet Seal, Contempo Casuals and Limbo Lounge formats.
