The Department of Community and Economic Development will conduct a fact- finding hearing on the City of Scranton's compliance with its Act 47 financial recovery plan from 10 a.m. to noon on Thursday, Nov. 5, in Room 321 of the Forum Building, South Drive, Harrisburg.
Scranton was designated a distressed municipality in 1992 under Act 47 of 1987 (The Municipalities Financial Recovery Act) and was required to adopt and implement a financial recovery plan with assistance from the non-profit Pennsylvania Economy League (PEL) -- Scranton's financial recovery plan coordinator.
