HARRISBURG, Pa., Nov. 12 /PRNewswire/ -- Pennsylvania Secretary of Community and Economic Development Sam McCullough today certified that the City of Scranton has failed to implement its adopted financial recovery plan required under Act 47 of 1987 (The Municipalities Financial Recovery Act).
