Summary: While a majority of delegations have expressed official satisfaction at the outcome of the Buenos Aires Conference on Climate Change, held in the Argentinian capital from November 2 to 13, there can be no avoiding the conclusion that the approved Plan of Action for the next century does not respond to all expectations and is no cause for great enthusiasm.
