Satellite industry officials are plotting to take on one of the most powerful lobbying organizations in Washington during the next session of Congress in a battle that would determine whether 1 million rural satellite TV viewers will be able to receive network signals.

The confrontation became inevitable last week when FCC officials released a notice of proposed rulemaking (NPRM), acknowledging that they lacked statutory authority to protect more than about 15 percent of affected satellite TV subscribers from losing their network signals Feb. 28.
