Over the past year, the introduction of genetically-modified maize and soy into Europe has caused considerable activity within governments and consumer organizations. Although there have been a number of proposals for control at a European level, agreement on how these controls should be carried out has been hard to achieve.

The two main areas of control which have thus far been considered are the requirements for prior approval before the use of foods or ingredients derived from genetic modification, and statutory requirements for the labeling of products containing genetically- modified ingredients.
