The role of Jerusalem in the settlement activity of the Zionist establishment from the beginning of the Zionist movement until the founding of the state of Israel has not been definitively researched. However, based on several studies that touch on Jerusalem during this period, a general picture emerges in which, to put it mildly, Jerusalem was not at the forefront of activity of the Zionist establishment; even though at two points -- just prior to the First World War and immediately following it -- a change of approach was evident, this did not continue.
