SAN FRANCISCO _ There hadn't been chaos like this since the quake of '89.
Nearly a million people lost power Tuesday in San Francisco and on the upper Peninsula for more than six hours. Traffic lights went out during the peak of the morning rush hour, stranding commuters on the Bay Bridge while thousands more struggled to flee the city after offices went dark.
Unlucky souls were stuck in elevators for hours, and the Pacific Stock Exchange shut down. Hospitals turned away all but emergency cases. Callers swamped 911 lines, frantic to know what the heck was going on.
And even the city's famous French pay toilets weren't working.
