In 1991 the Sex Information and Education Council of the United States (SIECUS) published guidelines for comprehensive sexuality education for grades K-12. The guidelines identify six key concepts to be emphasized, including the concept of "sexual health." The sexual health concept includes developmental messages pertaining to inappropriate touch, date rape, and stranger rape,[1] all of which fall within the category of sexual coercion.
