$160 Million Outfall Project Ships Sewage 3.5 Miles Offshore
Its design is high-tech, but its goal is simple - keep untreated sewage from reaching the shores of San Diego and Mexican beaches and contaminating groundwater.
The South Bay Ocean Outfall, which opened last week, is between the Tia Juana River and the Mexico border. It is designed to discharge treated effluent from the International Wastewater Treatment Plant near 1-5.
The treated water will be pumped through a tunnel made of the same materials used in the "Channel Tunnel," which links France and Great Britain.
