Roy Rogers may have to guide Trigger through the trials and tribulations of a new joint-powers agency - often unfavorably portrayed as a shadow government - to finance Rogersdale, a planned Western-theme entertainment complex in Murrieta City, Calif.
Salomon Smith Barney Inc. has been working with developer Zev Buffman to nail down the last piece of the deal for one of the largest entertainment complexes to be built in California since Universal Studios.
