Sonatrach has granted exploration permits to and signed PSA with a number of other companies. Mobil, however, decided to pull out of Algeria in late 1998 because of low oil prices. On Feb. 27, 1994, it had signed its final PSA for oil and gas exploration in three blocks with a total of 12,770 sq km around Touggourt just north of Hassi Messaoud. The US major was to invest $55m to drill five wells. It held 75% and Inpex had the remaining 25%. It discovered oil in 1996 but in late 1998 it said that was "not worth it". Neste Oy of Finland pulled out of Algeria in late 1998 for internal reasons. It had a PSA for 4,822 sq km in Blocks 212 and 243 at El Ouar, in the Ghadames ...
