David Kemp, who owed his position to his predecessor's over-argumentativeness, decided early on that the best way to hang on to his job was to stonewall resolutely any and all criticism. He would save enormous sums of government money by devising a press release to cover all contingencies, asserting that nothing is or could be wrong.
