Each month the Census Bureau conducts the Current Population Survey, or CPS, the primary purpose of which is to collect employment data. The March CPS is considered the best source for information on people born outside the United States. The March 1998 CPS found that 26.3 million immigrants live in the United States, the largest number ever recorded in the nation's history, and a 33 percent increase over 1990. As a percentage of the population, immigrants now account for nearly one in 10 residents (9.8 percent), the highest percentage in seven decades.
