During 1995, a number of member state governments of the European Union expressed concerns about the lack of consistency between the countries on legislation controlling herbal products. In November 1995, under the Spanish Presidency, the European Council adopted a resolution calling on the European Commission to carry out a study into the laws and practices surrounding the sale of herbal products in each member state.
