WASHINGTON, D.C.--(BUSINESS WIRE)--March 15, 1999--User Technology Associates, Inc. (UTA), an information technology company, will establish a European business consulting center in Belfast, Northern Ireland. The new business center is one of the largest major direct investments into Northern Ireland resulting from a DOC trade mission.
