Article: Political scandals and political responsibility in democratic Spain.(Special Issue on Politics and Policy in Democratic Spain: No Longer Different?)

This study(1) is not a description of all the cases of political corruption which have taken place during 20 years of democracy in Spain.(2) It would, in any case, be impossible to undertake such a task in these few pages. Instead, this contribution seeks to offer an explanation of why corruption has become - during the 1990s - one of the major concerns of Spanish politics, on a par with older problems such as terrorist violence and unemployment. It ends with a reflection on a topic which is closely related to scandals: political responsibility.
