Apr. 9 -- Two top executives from Robert Plan Corp., a New York insurer of high-risk drivers, have opened Florida's first minority-owned insurer approved to take over policies from the Joint Underwriting Association.
Unlike other JUA takeout companies established to target Florida's wealthier neighborhoods, New America Insurance is focusing on South Florida's inner cities with large minority populations.
Insurance Commissioner Bill Nelson, whose office approved the company in January, JUA officials and legislators praised New America's goals.
