It's business-as-usual in the Clinton administration. A policy percolates slowly, then explodes suddenly. It becomes controversial, so the finger pointing starts: We had deep reservations about an air war in the Balkans, whisper the military brass. We warned the White House that the Serbs would accelerate their campaign of ethnic cleansing, say the CIA analysts. Republicans scurry to capture the moral high ground, but they can't agree where it is. The White House polls furiously, trying to find it first.
