Apr. 26 -- Trying to outflank Big Tobacco's influence in the Legislature, antismoking activists are resorting to a pioneering strategy: push the Department of Public Health to impose a statewide smoking ban in restaurants.
If they are successful, Massachusetts would be the first state to use health regulations already on the books to impose a comprehensive prohibition on lighting up in eating places.
The effort will pose a particular challenge to Governor Paul Cellucci, who insists he is committed to tobacco-control efforts but has a history of shunning -- even opposing -- aggressive antitobacco initiatives.
