WASHINGTON, D.C. - U.S. Customs Service officials confirmed last week substantial violations of the three-year import quota President Bill Clinton set last June on wheat gluten, intended to limit a rising tide of gluten shipments from western Europe.

Customs identified violations by European Union exporters totaling 5,200 metric tons since the import quotas were set.
