May 25 -- Bell Atlantic yesterday filed its application to start selling long-distance service in Massachusetts early next year, touching off a high-stakes debate about whether the company has done enough to open its local phone market to competitors.
Companies like MediaOne, RCN, AT&T, and MCI WorldCom said they would fight Bell Atlantic's long-distance proposal. They said the company hasn't cracked open its local phone network, a regulatory bar the company has to clear if it wants to break into the long-distance market.
