El exdirigente de los trabajadores de la industria nuclear, Arturo Whaley, quien al lado de Rafael Galván, lÃder de la Tendencia Democrática (TD) de los electricistas, luchó en los años setenta contra el gobierno, de Fidel Velázquez y de Leonardo RodrÃguez Alcaine, está convencido de que hay que reestructurar el sector eléctrico para eliminar injusticias, volverlo más dinámico y acabar con muchos cuellos de botella.
Pero no está de acuerdo con la orientación de la iniciativa del presidente Ernesto Zedillo, en el sentido de que "el mercado va a resolver todo, pues en la reestructuración se necesita una combinación de razones de Estado y de mercado". ...
