Jun. 11 -- The papered walls of the Phoenix Ritz-Carlton hotel this weekend are echoing the tinkling of champagne glasses and the rhetoric of flowery speeches as officials from Arizona and Sonora, Mexico, are celebrating the 40th anniversary of establishing a formal relationship.
More than 450 guests are expected to attend the three-day observance, which began Thursday, including Gov. Jane Hull and Armando Lopez Nogales, governor of the Mexican state of Sonora.
