House-Senate conferees are seen as the key to helping satellite TV providers compete more effectively with cable operators by obtaining the right to offer local channels, without incurring onerous provisions that might force the industry to oppose the entire bill.

The cut off of hundreds of thousands of satellite TV subscribers from receiving their local channels earlier this year (and the prospect that more than 1 million others could lose those signals by year-end) led satellite TV officials to publicly offer a list of key changes last week that House-Senate conferees need to include in the final version of the Satellite Home Viewer Act (SHVA).
