DALLAS, July 14 /PRNewswire/ -- Tyler Technologies (NYSE: TYL) today announced that it has created and filled two new positions which will be critical in implementing the company's new, expanding strategy to establish itself as the nation's premiere provider of technology, software, data, and electronic document management systems and services for local governments and other enterprises. Rick L. Hoff has been appointed chief technology officer and John P. Harvell has been appointed vice president -- strategic projects and planning for Tyler Technologies.
