Libya on April 5, 1999 - after Tripoli handed over the two suspects in the Lockerbie bombing for trial in the Netherlands by Scottish judges - Italy and other partners got the European Union to invite the Libyans to attend the April 16 conference at Stuttgart on EU-Mediterranean trade partnership as special guests. Damascus took the lead among Arab states lobbying the EU for Libya to be invited at that meeting, as Syria headed the Arab side to the Stuttgart conference.
