Jul. 24 -- An obscure state board has awarded $194,000 in back pay, plus interest, to a Cranston Republican who since 1991 had been fighting his layoff by former Democratic Governor Sundlun from a top-level job at the Registry of Motor Vehicles.
The award -- described by the state's chief labor negotiator as the state's largest financial settlement ever of a personnel dispute -- was made to Ernest Shaghalian by the state's Personnel Appeal Board.
