By all reason, Al Gore ought to be a formidable, perhaps intimidating, political presence. The handsome, two-term vice president has been blessed to serve during a time of historic prosperity. He is generally believed to be philosophically deep and bureaucratically astute. His Washington opponents - Congressional Republicans - are living in politically straitened circumstances. Miraculously, Mr. Gore has emerged from the Clinton White House with his political virginity intact - or with what passes for intactness in Mr. Clinton's Washington.
Yet halfway through a difficult Republican year, nothing brings a hopeful smile to a timorous Republican face faster ...
