While international attention focused on the German Greens' tumultuous party Congress on May 13-at which Foreign Minister Joschka Fischer and his faction prevailed in the vote on continuing party support for the NATO bombing of Kosovo-another even more significant victory for the Social Democratic-Green coalition went largely unremarked.
