Sep. 2 -- MORGAN STANLEY WANTS BIGGER BREAK: Even as Morgan Stanley Dean Witter is threatening to move its downtown operations to New Jersey, it is negotiating for a better an incentive deal with city officials for its midtown offices.
Executives of the giant Wall Street firm have asked the Giuliani administration for tax breaks, cheap energy and other perks as part of its plans for a new office tower on Seventh Avenue between 49th and 50th streets, sources said.
