The object of the exercise is to preclude a situation in which the new European Commission has to be sworn in twice (i.e. for the period between now and the end of the year - when the mandate of the former Commission expires, and the second for the customary five-year period 2000-2005). The idea of approving the new European Commission only until the end of the year was championed by the EPP group (Christian Democrats - who overtook the Socialists for the first time as the largest group in the European Parliament following the elections on June 13).
