David Byrne assured members of the Parliament's Committee on the Environment, Public Health and Consumer Policy, that he would make extensive use of Articles 152 (public health) and 153 (consumer policy) of the Amsterdam Treaty, extending the scope of Community responsibilities. On the issue of consumer protection, David Byrne's primary concern appears to be access to justice, the Commissioner-designate stressing the importance of effective mechanisms for resolving disputes.
