After three years of haggling, the Justice Department has turned to the Federal Communications Commission, or FCC, for assistance in getting the telecommunications industry to agree to sophisticated procedures says are necessary to conduct court-approved wiretapping of cellular phones. The FCC took the ball, recently voting 5-0 tentatively to require the industry to make the necessary changes. The general procedure was spelled out in 1994 law, but implementation has been bogged down in negotiations.
