Shuaiba contract still up in the air

Some 21 months may have passed since bids were submitted to build the 1,750-MW Shuaiba power plant, but Saudi Consolidated Electric Company for the Western Region (EWR) remains undecided both about the preferred bidder and whether to carry out the project on a turnkey or a build-own-operate (BOO) basis (MEED 6:2:98).

In the latest twist to the story, EWR has invited consultants to bid by 27 October to act as the owner's engineer.
